==================================================================== MINUTES OF THE ANNUAL MEETING OF APTLD HELD ON MARCH 1 1999 AT SUNTEC CITY DOWNTOWN SINGAPORE AT 1300. ==================================================================== The meeting was chaired by Prof Kilnam Chon (Korea). APOLOGIES: No apologies were received. PREVIOUS MINUTES: Minutes of the last annual general meeting were nottabled. AGENDA: The agenda for the AGM was presented by Prof Chon and approved. Reports: Reports on the joint meeting on multi lingual names and DNS, APTLDworkshop on DNS and APTLD country report on government roles were notdiscussed as most delegates were present at the meetings. 1. IFWP ( O'Brien NZ) :reported a MOI on the status of the group had beenformulated for the formal transfer to ICANN. 2. DNSO (Chon): meetings hadproduced the BMW and Paris drafts but there had been a lack of interest byAPTLD mainly due to travel constraints by smaller countries. Semich (Niue)also reported on previous DNSO meetings outlining the main issues of aName Council and DNSO membership.. 3. ICANN Takahashi ( Japan):reportedon workshops held during the past 12 months 4. WWTLD: (Chon): provided themeeting with information from previous meetings. 5. WIPO (O'Brien): saida request for comments [rfc] issued by WIPO been presented in variouscountries around the world and as many issues of intellectual propertyfaced members of APTLD he suggested reps from WIPO be invited to present adiscussion pap er at San Jose June 22 1999. Working Group Reports: iName/iDNS (Kuo-Wei Wu): Issues of using ethnic languages in common nameaddress systems were discussed and it was decided to attempt to find outthe needs of Asia Pacific countries who wished to participate in such asystem. Funding Model(O'Brien):In relation to the formalization of APTLD thequestion of funding a secretariat was outlined and it was estimated thatfinancing such a project would cost between $USD50,000 - $100,000. Thechairman suggested that fees could be levi ed on the basis of large TLD'sof 50,000 registrations $10,000 pa; medium TLD's 5000 $2,000 pa: smallTLD's up to 5000 $400.Fees would fund the secretariat and assist smallcountries with travel subsidization. Education (Higgins): There was need for more time to discuss education andtraining at future meetings especially for those from low level technologycountries such as those in the South Pacific. UNESCO was assisting byfunding training courses in Welling ton NZ for Pacific Islanders It wasrecommended that a two day workshops be scheduled for future meetings. Administration : Discussions are continuing on APTLD administration. Incorporation: Delegates were informed there were three alternatives forthe future of APTLD- incorporation, operation under APNG umbrella or noincorporation-independent. If it was the intention to form a secretariatand employ staff then incorporation was necessary. If incorporation wasagreed upon it would be necessary to have a membership and fee structuresand determine the cost of incorporation . It was agreed by a majoritythat there be a payment of fees based on the number of registrations whichcould produce revenue of $52,000 based on 4 large TLD's, 5 medium TLD'sand 5 small TLD's. In addition it was agreed by members that those countries interested inpitching for the secretariat produce expressions of interest based onincorporation, non incorporation and working under the umbrella of APNG. Future Plans -Committees: 1. DNSO: The meeting agreed there was no APTLD position and delgates wereencouraged to actively participate in the current DNSO Meeting discussionson the BMW and Paris drafts 2.
