I've negotiated a total of USD3500 for KPMG to audit aptld finance for 2003 and 2004, the options are that we go ahead and hire KPMG, or we give up the auditing totally. actually, option 3 will be we hire KPMG for 2004, and give up 2003, but I will have to ask KPMG how much they will require for just 2004 auditing.

I don't disagree on having a certified auditor, and I know that this certified auditor will lesson the risk of secretariats. However, the volume of money we handle is so small. For example, last year our income was about $55,000. And we had only 11 transactions total around $23,000. I think this is manageable size internally. What's other's opinions?

I tend to think the staff deserve the protection of a full audit, which is also good international practice, and we have the money in the budget. Also, the members are entitled to security as to whats happened to their money. The constitution wasn't in place for 2003, but I think we go ahead and treat it to a full audit.
