The Near-Term Future of the APTLD Secretariat
With the appointment of a General Manager, the near- and longer-term future of the APTLD Secretariat needs to be considered.
Background:
The contract for Secretariat service, currently provided by InternetNZ, is due to expire at the end of 2006.
The current agreement operates at a cost to APTLD of US$15,000 per year plus audit fees.
Coincidentally, the Chair, General Manager, and Secretariat are all based in Wellington, New Zealand – barely a kilometer from one another.
With the appointment of a General Manager in June 2006, the role of the Secretariat is expected to change, but no one is quite certain what it will evolve into, if anything.
A Tendering process would be expected to take at least four months.
Secretariat Function
The Secretariat provides the following functions:

Hosts & manages the www.aptld.org website |

Hosts & manages the aptld.org mail and list services |
|
Hosts & manages the organization’s finances, bank accounts and financial accounts. This includes sending invoices & reminders, issues receipts and making payments. It also includes providing financial reports in time for each meeting, or at the request of the GM, Chair or Treasurer. |

Organizes and manages the annual election process and any by-elections. |
|
Attends and takes minutes of meetings. |
|
Organizes the quarterly electronic newsletter. |
|
Provides initial vetting of membership applications. |
|
Administers the sponsorship programme. |
|
Responds to simple queries from the public and from prospective members. |

Otherwise assisting the Board in the running of APTLD |
The following options should be considered:
InternetNZ be asked to continue to host the Secretariat for another year while its role and nature is re-evaluated in light of the appointment of a General Manager.
The role of secretariat is put out for bid, just as APTLD has done in the past.
The role of secretariat is rolled into the office of the General Manager and no separate secretariat operates.
To help in the decision, the following are estimates of the annual cost (in US$) of providing each of these services by an independent contractors:
