2003 Annual Conference of Major Virtual Communities in the Asia Pacific

The Third APNG Camp
in Taipei
The third Asia
Pacific Next Generation Camp (APNG Camp) just ended successfully, which was at from February
20-21 in Taipei. There were 73 people from countries
such as Taiwan, Japan, Korea, Mainland China, Singapore,
Australia, Thailand and Germany attended this camp.
The host
sponsor for this APNG Camp was TWNIC. Contents of the camp were based on on-line
virtual communities, on-line games, and network
space gender issues to structure a social issue derived
from new-generation network users. Young people from various countries aimed at these
issues to put forward the current situation of
usage and development in their own countries, and
exchange appearances and problems to use the network
enthusiastically with other participators.
Under the
assistance of the videoconference technology, this
conference also tried to connect with
Mainland China, Korea and Germany on the spot in at the Taipei
conference, and directly discussed hot topics such as virtual
societiesy, role-plays, and gender
issues when using
the network with local participators, and aroused an enthusiastic response.
The next new-generation
network leader camp will be held in Busan, Korea. It can be expected that under the lead of this
camp, the Busan camp in August will be more diversified in the
planning of contents.

2/22~2/23
2003 AP* Retreat (Asia Pacific Star Retreat) just ended in Taipei
successfully. The Internet
organizations such as APN, APAN, APNIC, AI3, APIA, APOPS/APRICOT,
APTLD, APCAUCE/AP Net abuse, AP Joint sec attended
the retreat. In the
retreat, every organization aimed at
activities they carried out in 2002 to present an annual report and
shared operational experiences with other organizations.
Afterwards,
every organization aimed at issues such as APjtsec
funding, collective collaboration mechanisms, Internet sSchools of Internet,
E-Learning projects, Broadband development in AP,
AP Internet Security efforts/projects, AP Net Abuse, Laws, Policiesy, Services and
Technology to present speeches and exchange opinions.

2/24 2003 APTLD Annual
General Meeting in Taipei
The 2/24 2003 APTLD
(Asia Pacific Top Level Domain) Annual General Meeting just ended in
Taipei. During the
new year, APTLD will strive for three
objectives, including confirming the corporate qualifications of APTLD,
enhancing the connection of internal network, and enhancing the
connection and cooperation with important global network organizations.
The APTLD 2003 annual
meeting in Taipei also reelected
new directors, the name list is as follows: chairman: Ramesh Kumar Nadarajah ¡]Malaysia¡^; three vice chairmen: Peter Dengate Thrush ¡]New Zealand¡^, Yumi Ohashi ¡]Japan¡^, Chan-ki Park¡]South Korea¡^; other directors: Chris Disspain ¡]Australia¡^, Hualin Qian ¡]China¡^, Richard St. Clair ¡]Nauru¡^, Vincent WS Chen ¡]Taiwan¡^. The term of service for directors of Japan, Malaysia,
New Zealand and Taiwan is 2 years, and the term for other directors is one
year. It There will be reelected reelection in 2004.
APTLD will
hold 4 conferences this year, besides the
Taipei annual conference., theThe other three
plans to be held in
Malaysia (or Singapore), Busan, of Korea and New Zealand.

2003 APIA Annual General Meeting in Taipei
APIA (Asia
Pacific Internet Association) Annual General Meeting just ended at on February 24, and about 30 people attended
the meeting. APIA
reported the operational condition in 2002 during the
meeting, and aimed at issues such as Internet Industry
Country Status Reports, APIA-APRICOT Annual Member Meeting, AP IX Operators
Forum with APOPS, and ISP Peering Simulation Game to present speeches and carry out
discussions. APRICOT
activity project managed by APIA had also been passed in the meeting.

2003 APSIRC in Taipei
2003 Asia
Pacific Security Incident Response Coordination Conference (APSIRC) was just
successfully held at on February 24. Minister of State of the Republic of
China (R.O.C.), Ching-Yen Tsay, Ph.D. presented
the speech. 135 people from countries
such as Japan, Korea and Taiwan in the Asia Pacific
Region attended the conference.
Issues such
as Incidents and Vulnerability trends in the Asia Pacific
Region, Regional Activities in the Asia &
Pacific, Progress in Auto incident response systems in Korea,
Recent Training Activities and Requirements on the
CSIRT's training, the network security and weakness trend in the Asia Pacific
Region were discussed in at the conference. The conference also introduced
anti-virus experiences of the American Computer Emergency Response Center,
information security issues, suggestions and methods of the European
Union, and announced the latest training activities and the brief introduction
of demands.

2/24-2/28 2003 10th CDNC/JET in Taipei
The 10th Chinese
Domain name Consortium (CDNC) just held in Taipei International Convention
Center during February 24-28, 2003. There were nearly 30 people from organizations
such as CNNIC, TWNIC, MONIC and HKNIC attended the consortium.
The agenda
included reports and discussions on topics as follows: the general situation of NIC
business, the current situation of NIC enrolment policies, CDN
Client Server technological programs based on IETF, the current
situation of IDN Admin Guideline, and the current
situation of CDN unicode integration.
During the
consortium, reports from NIC of various countries led the
enthusiastic discussions among participators
and reviewed the consensus of CDNC to IDN
Workshop and JET relevant agenda reports. Among which, the current
situation and future development of CDNC unicode were
concerned by the participators, and also one of the
important issues for future IDN development.

The 15th15th APNIC Open Policy Meeting in Taipei

The 15th15th Asia Pacific Network Information Center (APNIC)
Open Policy Meeting just ended on 28th FebruaryFeb 282003, 2003. Since
four positions on the APNIC Executive Council (EC) became vacant in March 2003,
an open election to fill these vacancies took place at the APNIC Annual Member
Meeting in Taipei, Taiwan on Friday 28 February 28th Feb2003. The
successful candidates were: Qian Hualin (CNNIC Steering Committee), Kuo-Wei Wu
(TWNIC Steering Committee), Ma Yan (China Education and Research Network executive
committee), Yong Wan Ju (KRNIC Manager) and so on. For

2003 APIA - APRICOT Exco Meeting in Taipei
The APIA-APRICOT Exco Meeting
held on 24th Feb 2003 in TICC, Taipei was attended by Ole Jacobsen,
Pindar Wong, Wendy Liew, Philip Smith, James Seng, Kyoko Day, Abhisak Chulya,

2003 APTLD AGM in Taipei
The 2003 APTLD (Asia Pacific
Top Level Domain) Annual General Meeting (AGM) just ended successfully in Taipei on 24th Feb. The newly elected Secretariat,
TWNIC, pointed out that in the coming year APTLD
will dedicate for three objectives, including confirming the corporate
qualifications of APTLD, enhancing the connection of internal network, and pursuing
the connection and cooperation with important global network organizations.
The 2003 APTLD AGM in Taipei reelected the new board
of directors, the name list is as follows: chairman: Ramesh Kumar Nadarajah (Malaysia); three vice chairmen: Peter
Dengate Thrush (New Zealand), Yumi
Ohashi (Japan), Chan-ki Park (South
Korea); other directors: Chris Disspain (Australia), Hualin Qian (China), Richard St. Clair (Nauru), Vincent WS Chen (Taiwan). The term of service for directors of Japan,

The 10th CDNC/JET in Taipei
The 10th Chinese
Domain name Consortium (CDNC) just held from 24th to 28th Feb in Taipei International Convention Center. Nearly
30 participators from CNNIC, TWNIC, MONIC and HKNIC attended this consortium. During
the consortium, participators discussed about hot issues such as general affairs
of NIC business, the current situation of NIC registry policies, CDN Client
Server technology solutions in accordance with IETF standard, the development
of IDN Admin Guideline and the integration of CDN variant table. They focused
especially on the current situation and future development of CDNC variant table.
This topic is also one of the important issues for future IDN development. For

2003 APSIRC in Taipei
2003 Asia Pacific Security
Incident Response Coordination Conference (APSIRC) was just successfully held
on 24th Feb. The distinguished guest, Minister
of State of the Republic of China, Ching-Yen Tsay, delivered the key note speech
to 135 participators from Japan, Korea, Taiwan and other countries in the Asia
Pacific Region. Hot issues such as Incident
and Vulnerability trends in the Asia Pacific Region, Regional Activities in the

AP* Retreat in Taipei (Feb. 22-23)
AP* Retreat (Asia Pacific Star
Retreat) just ended successfully in Taipei from 22nd to 23rd Feb. The Internet organizations such as APN, APAN,
APNIC, APIA, APOPS/APRICOT, APTLD, APCAUCE/AP Net abuse, APjtsec attended the
retreat. Each organization in the retreat presented an annual report about the
activities it carried out in 2002 and shared operation experiences with other
organizations. During the 2-day conference, each organization also aimed at
issues such as APjtsec funding, collective collaboration mechanisms, Internet
schools , E-Learning projects, Broadband development in AP, AP Internet
Security efforts/projects, AP Net Abuse, Laws, Policies, Services and

The 3rd APNG Camp in Taipei (Feb. 20-21)
The 3rd Asia Pacific Next
Generation Camp (APNG Camp) just ended successfully in Taipei from 20th to 21st Feb. TWNIC honorably hosted this
APNG Camp. 73 participators of his camp were from Taiwan, Japan, Korea,
Mainland China, Singapore, Australia, Thailand and Germany.
The participators focused
their topics on on-line virtual communities, on-line games, and gender issues
of virtual world to structure a social issue derived from new-generation
network users. Young people from various countries aimed at these issues and
put forward the current usage and development in their own countries, and
exchanged appearances and problems when using the network enthusiastically with
other participators.
With the assistance of the videoconference
services, the participators at Taipei Venue also connected with the young
people from Mainland China, Korea and Germany, and directly discussed hot
topics such as virtual societies, role-plays, and gender issues when using the
network with local participators, and aroused an enthusiastic response.
The next APNG will be held in
Busan, Korea in August. It can be expected that with the tradition of this
camp, the topics and themes of Busan camp will be more diversified. For more
