APTLD Inaugural Meeting held in
Kuala Lumpur, Malaysia
The APTLD held it¡¦s incorporation inaugural
members¡¦ meeting in Kuala Lumpur, Malaysia, 30th May 2003 with
seven members in attendance. The meeting was chaired by Ramesh Kumar Nadarajah.
APTLD formalisation was largely been completed during the meeting, including
the discussion on constitution and reconfirmation of 2003 Board election and
office bearers. ICANN ccNSO issues were also fully discussed. APTLD¡¦s
position to ERC¡¦s Response to Comment Received on ERC¡¦s ccNSO recommendations
released on 29 May 2003 is to be drafted and sent to REC later. In the
inaugural board meeting chaired by Ramesh, some housekeeping decisions have
been made to follow up APTLD incorporation requirements. (more) APTLD
On-line Meeting to discuss ERC¡¦s 5th Supplemental Report on ccNSO
APTLD has held an urgent on-line meeting to
discuss ICANN REC¡¦s recent report on ccNSO on 6th May 2003. A position statement
was drafted later by Senior Vice Chair Peter Dengate Thrush and sent to ERC.

New Website went on-line on 30th April
For providing better services that promote
members¡¦ and others¡¦ conveniences, APTLD¡¦s new site officially went on-line
on 30th April 2003. Except some modifications on the existing
structure, some new functions are added into its services. The new site is
focused on the timely update and systematic database, which allow members and
others to get easier access to the information they need. A Asian-Pacific
tone is also added to show APTLD¡¦s geographic features. (more) ICANN Meetings in Montreal,
Canada
The second round of ICANN meetings in 2003 will
be held 22-26 June in Montreal, Canada. The meetings are free to attend, and
open to any interested person. ICANN encourages broad participation in its
bottom-up consensus-development process. You can take part in these meetings
by attending in person, by taking part in the webcast and remote
participation opportunities, and/or by joining one of the various
ICANN-related mailing lists. (more) ICANN
ERC¡¦s Recommendations on ccNSO
On 22 April 2003, ICANN ERC posted the 5th
Fifth Supplemental Implementation Report (Recommendations on ccNSO), and
welcome public comments and feedback on the recommendations. ICANN GAC,
CENTR, APTLD, TWNIC, and the ALAC have submitted their comments on the ERC's
recommendations. Reviewing comments, ERC has posted a response to the
comments received on the Public Comment Forum on 29th May. (more) Plan

ICANN President Paul D. Twomey presented his
plan for organization of ICANN staff. This plan is what ICANN plans to

Posts Report for First Quarter of 2003
In the first quarter of 2003, the Internet
Corporation for Assigned Names and Numbers (ICANN) made significant progress
in several key substantive areas, while continuing towards completion of its
reformed structure begun a year ago. The details are described in the ICANN
Quarterly Report to the U.S. Department of Commerce (DOC), just posted, for

Formal Call for Recommendations and Statements of Interest
In early June 2003, the Nomination Committee expects
to make its final selection of 8 seats on the ICANN Board of Directors, 5
seats on the Interim ALAC and 3 seats on the GNSO. NomCom has issued the formal call for recommendations
and statements of interest on 4 April 2003 and posted its operating procedures
a week later. The selection result is to be announced on 5th June. (more) IANA

started joint IPv6 diffusion measurement using JP domain name. IPv6 is the

Posted Guideline for IP/Domain Name Registration and Management Services (Traditional Chinese Version) In order to respond the
amendment of Telecommunication Law, TWNIC has posted the relevant guidelines,
which was approved by Domain Name Committee and sent to the Ministry. (more) 30 May 2003 ¡§SIP/ENUM Forum Taiwan¡¨ is
held on 24 July 2003 To promote SIP/ENUM development
and applications, ¡§SIP/ENUM Forum Taiwan¡¨ was established in October 2002.
The forum also promotes telecommunication and Internet integration to develop
products and service applications to improve Taiwan¡¦s competitive edge for
the IT industry. After six months of preparation, the Forum will hold its
inaugural meeting on July 24, 2003. Combined with fixed network service
providers, ISP, and communication equipment providers, the Association will
also hold a platform testing program workshop and exchange technology and
experience with European, American, Japanese, and Korean SIP/ENUM
associations. TWNIC welcomes SIP/ENUM product R&D and manufacturers, or
related telecommunication/network communication service providers to join the

planned to release selective service for diversified domain name extension
payment (Traditional Chinese Version) In order for long-term
users to avoid the inconvenience resulting from paying for domain name
extension, TWNIC planned to release the selective solution for diversified
domain name extension payment on April 15th. Now TWNIC is actively performing
tests for payment procedures with cooperative banks to ensure stable online
services for the new solutions. The other registered organizations also
planned to provide this new solution successively. In addition to the
original online credit card payment, this new selective service for extension
payment provides the new type of ¡§System auto-sending remittance account

and Hi-Tek cooperate to set up online domain name registration process The Vietnam Internet Center
(VNNIC) and the Hi-Tek Company (US) recently signed a Memorandum of
Understanding (MoU) on cooperation in Hanoi. Accordingly, two sides will
co-operate to set up an online ".vn" domain name registration
process to create favourable conditions for international and domestic
organizations and individuals to take part in Internet activities and provide
Internet services in Vietnam. Two sides will also cooperate to develop
propagation and advertising plans on the important role of domain names and
popularizing utilities of the second level domain name under the high level
