APTLD Fellowship Guidelines
Purpose:-
The purposes of the APTLD Fellowship Program are to:
- Increase awareness of the benefits of being a member of the APTLD, and so encourage ccTLDs – primarily from the Asia Pacific region - to join APTLD
- Contribute to the adoption of best practices in DNS matters among ccTLDs in the Asia Pacific region.
These are achieved by assisting ccTLDs in the Asia Pacific region who cannot fund their attendance at APTLD members meetings
Assistance:-
The Program will provide a financial contribution to the costs of air fares and accommodation. This contribution may cover all or part of such expenses.
Limit of Funding:-
At the beginning of each year the APTLD Board will set a budget for the Program for that year. The amount spent on each fellowship will vary depending on the individual requirements of applicants as approved by the Board.
One ccTLD may apply for assistance for the expense of one (1) person each time. The maximum number of grants one ccTLD may be offered is two (2) in three years period.
The above limitation applies to all fellowship grants made after 1 September 2006.
Applicants:-
The APTLD Fellowship program targets key personnel from ccTLDs within developing economies in the region. Applicants should preferably be in a management position concerned with the policy of operating the ccTLD, and be able to reap the benefits of discussions at APTLD meetings.
An application will only be considered if it is received from a person or organization that is listed as the 'sponsoring organization' or “manager” for the ccTLD in the IANA database.
Recommendations or suggestions of sponsoring recipients may be made by APTLD members, in which case the Secretariat will contact the ccTLD concerned and request that they lodge an application.
Applications:-
APTLD will issue a call for applicants through the APTLD website, as well as relevant mailing lists. Applications can be made at any time, but need to be lodged with the Secretariat no later than 8 weeks prior to the APTLD meeting that the applicant wishes to attend. Applications received closer to a meeting will only be considered under exceptional circumstances.
Applications must be submitted using the form provided on the APTLD website, and must be sent by fax or as an e-mail attachment to the Secretariat at sec@aptld.org.
All applications will be considered by the General Manager of APTLD whose recommendations will be submitted to the Board and approved by the Board within two (2) weeks of receipt, and applicants will be notified of the result by the Secretariat as soon as possible thereafter.
Payment:-
Payment of air fares (or the agreed contribution) will be made directly to the airline or travel agent with whom the booking has been made OR may be reimbursed to the applicant provided that the applicant has provided acceptable evidence to the General Manager that the air fare has been paid.
Payment of accommodation expenses (or the agreed contribution) will be made directly to the hotel whenever possible. Fellows are responsible for any incidental charges including telephone calls, room services, Internet connectivity etc, and will likely be required to provide a credit card upon check in.
Normally the Secretariat will reimburse expenses after the meeting. However, if the Board decides otherwise, payment may be in advance in special cases. If payment is made before the meeting but the applicant does not show up at the meeting, the applicant must repay the entire amount to the Secretariat.
Reporting:
Each Fellow is required to submit a summary report to APTLD within two (2) weeks following the end of the fellowship. The report shall outline the fellow’s experiences in the fellowship program and outline his or her specific interest in and contributions to members meeting. Furthermore, each fellow is requested to complete a meeting evaluation form.
Publicity:
Fellows must agree to have their name, affiliation, and meeting report published on the APTLD website and mailing list announcements,
